The Streaked Horned Lark (SHL) is currently considered a threatened species under the Endangered Species Act. Streaked Horned Lark population is centered in parts of the Willamette Valley and the Northern Oregon Coast. Their habitat includes areas which are classified as sparsely vegetated grasslands for nesting such as airports. Oregon Department of Aviation's (ODAV) goal is to identify and protect nesting sites yet allow for airport projects to move forward to maintain the system of airports within Oregon. ODAV is closely working with both the FAA and USFWS to identify habitat locations at the various airports throughout Oregon that have been identified as potential habitat.

​​Initial Drone Registrations About to Expire

The Federal Aviation Administration (FAA) is reminding everyone whose drone registrations expire in December that the DroneZone is the FAA's official website for registration.

If you completed your drone registration directly with the FAA before the DroneZone was established in January 2018, a DroneZone account was created for you using the information you provided. Access your account by entering the same email address you used when you first registered, and by using the “forgot password" tool to establish a new password.

If you registered using a third-party service, contact that company to request your DroneZone login credentials. Otherwise, you will have to create a new account in the DroneZone and get a new registration.

Registration on the DroneZone is fast and easy and the fee is only $5 for a three-year period. All drones must be registered, except those that weigh .55 pounds or less (less than 250 grams) and are flown exclusively under the Exception for Recreational Flyers (PDF). Please do your part to keep the skies safe and renew your registration today.​

OregonBuys

OregonBuys, the state of Oregon's new eProcurement system, is now live.  This system replaces the Oregon Procurement Information Network (ORPIN).

Oregon Buys is a full procure-to-pay eProcurement solution that automates procurement processes using web-based applications.  This technology-enabled solution allows the state to procure goods and services at the best value.

To receive orders from the Department of Aviation and other state agencies, you must register as a vendor in OregonBuys.  If you have not yet registered please visit the OregonBuys system page here​.  Registering in OregonBuys is free and only takes a few moments.

The purpose of this survey was to collect the rates and charges currently in effect for all of Oregon's public-use airports, including those privately owned. Complied into one comprehensive document, the Oregon Department of Aviation (ODAV) provides this resource to assist airport sponsors and operators with benchmarking, developing, and updating Rates and Charges for airports through out Oregon.

​The Oregon Department of Aviation has updated our online portal, the Oregon Aviation Program Payments system, which now includes the ability to request and pay for aeronautical studies. This replaces our previous notification process, which means you will now provide notice of proposed construction or alteration through the portal instead of submitting FAA Form 7460-1 to us.

In addition to accepting payment through the portal, payment will also still be accepted over the phone at 503-378-2217 or via check sent to Oregon Department of Aviation, 3040 25th Street SE, Salem, OR 97302.

About the project

An Airport Master Plan is a facility planning study that represents an airport's “blueprint" or plan for long-term, mid-range and short-term development on the airport.  As required by the Federal Aviation Administration, the Aurora State Airport Master Plan will provide specific guidance in making the improvements necessary to maintain a safe and efficient airport that is economically, environmentally, and socially sustainable. The Airport Master Plan will define the needs of the Airport through a comprehensive evaluation of facilities, conditions, and federal airport planning and design standards.  It will also consider what is happening around the Airport that could affect the future plans, development, and operation of the Airport.

Draft Environmental Assessment  
for Lebanon State Airport Airfield Improvements Project

Oregon Department of Aviation (ODAV), in coordination with the Federal Aviation Administration (FAA), has completed a Draft Environmental Assessment (EA) for the proposed Lebanon State Airport Airfield Improvements Project in Lebanon, Oregon. In compliance with the National Environmental Policy Act of 1969 the Draft EA has been prepared to disclose the potential economic, social, and environmental impacts of the proposed project. The Draft EA is being circulated for review and comment from the public and federal, state, and local agencies.

The project area occupies approximately 40.5 acres and is located entirely within the existing Airport boundaries. The purpose of the project is to comply with FAA design standards, meet the objectives of the Lebanon Airport Master Plan, and improve safety and operational conditions at the Airport by correcting existing non-standard taxiway configurations and airfield geometry.

The Draft EA will be available for public review and comment beginning on July 1, 2024. A copy of the Draft EA may be viewed at the following location:

for Joseph State Airport Obstruction Removal Project

Oregon Department of Aviation (ODAV), in coordination with the Federal Aviation Administration (FAA), has completed a Draft Environmental Assessment (EA) for the proposed Joseph State Airport Obstruction Removal Project in Joseph, Oregon. In compliance with the National Environmental Policy Act of 1969 the Draft EA has been prepared to disclose the potential economic, social, and environmental impacts of the proposed project. The Draft EA is being circulated for review and comment from the public and federal, state, and local agencies.

The purpose of the project is to bring the Joseph State Airport into compliance with current FAA design standards and meet the objectives of the Airport Master Plan, as well as maintaining a safe operating environment for current and future users of the airport. One key objective of the master plan is to establish a nighttime instrument approach procedure so that the airport can serve critical air functions such as  medical evacuations during inclement weather and at night. There are nine trees and one power pole that create obstructions to the 20:1 glide slope, thus limiting airport operations to daytime conditions only, and restricting MEDEVAC access at night. Of the identified obstructions, one tree and the power pole are located on airport property, and eight obstruction trees are located on adjacent private property. The project proposes to cut the nine trees and add a light to the top of the power pole.

The Draft EA will be available for public review and comment beginning on 9/28/2024. A copy of the Draft EA may be viewed at the following location:

Draft Environmental Assessment Available


The Federal Aviation Administration (FAA) and the Oregon Department of Aviation (ODAV) announce the availability of the Draft Environmental Assessment (Draft EA) for the proposed Obstruction Removal Project at the Aurora State Airport in Aurora, Marion County, Oregon, for public review and comment.

The Draft EA examines the potential environmental impacts of the proposed action to remove obstructions in the runway approach zone to ensure compliance with current FAA safety and operational standards for the airport. The project purpose would be accomplished through obstruction removal.

The Draft EA will be available for public review and comment beginning on October 25, 2024. Draft EA copies may be viewed/ made available in electronic format at the following locations:
